Civic Enhancement Strategies, LLC, or as we refer to it, CES, is a consulting firm that specializes in assisting government agencies, non-profit organizations, and small businesses in providing all the tools they need in their toolbox to achieve their goals. CES is a small firm that was formed in February 2023 after the founder and principal consultant saw how neighboring communities struggled to get things done because they didn’t have the right framework in place, nor the resources to create it (she also got a little push from God and a couple of friends).

We work with clients throughout the state of Georgia, Western North Carolina, Upstate South Carolina, and Eastern to Middle Tennessee.

Jessie Owensby is the Founder and Principal Consultant at CES.

Jessie has worked in local government for ten years. She has a BA in Mass Communications from Piedmont University. She holds a Master of Public Administration from University of North Georgia. She is a Georgia Certified Economic Developer, a Certified Downtown Development Professional, and an Internationally Certified Zoning Inspector.

Jessie values Jesus, family, education, civic engagement, and all things outside. She’s an avid hiker and camper, and she enjoys tennis, golf, and singing.

Mike, Jake, and Savana Owensby are the team. They are the reason this company exists. They support the work, the mission, and Jessie.

Aside from moral support, they understand the sacrifice it takes to make the business run. They also contribute to the business by running errands, helping with IT issues, shopping for supplies, helping with design work, and anything else they are asked to do. Mike makes sure that everything around the house is fully taken care of so that this work can be done stress-free. Without this team, there is no company.

They also enjoy camping (not so much hiking), tennis, golf, and singing
